The merchant marine constitutes a strategic infrastructure for any state with a geographical position like Spain. Energy supply, freight transport, food, maritime communications, and the operation of ports depend, to a large extent, on a merchant fleet and professionals capable of keeping ships operational even in extraordinary circumstances.
In peacetime, the question of the nationality of senior officers may seem primarily a matter of employment, professional standing, or the recognition of qualifications. However, this perspective proves insufficient when analyzing a serious crisis scenario. Spain has experienced situations that demonstrate how a contemporary threat can deliberately position itself in an intermediate zone between normality and armed conflict. The Ceuta crises of May 2021 and August 2026 provide a useful example for imagining a future scenario in which migratory pressure, disinformation, cyberattacks, economic pressure, maritime incidents, sabotage, or disruptions to critical infrastructure converge.
In that context, a question arises that deserves to be debated: Should the State determine the nationality of senior officers solely based on their profession, or should it take into account the strategic and authority functions that these professionals may exercise during a national crisis?
